If esse doesn't have an essence but is merely indeterminate in itself with respect to essence then what distinguishes primary matter from esse?

Isn't esse more like form insofar as it's an actualizing principle? We can't say a particular thing exists unless it has an act of existence. An essence always stands in potency to esse insofar as, without esse, it's merely an abstraction and isn't instantiated.
