Aquinas on Free Will?

Hi, I have been researching the view of creature freedom normally given by Thomist's and to me, it seems relatively vacuous. How in any real sense can an eternally decreed act be chosen freely? From my understanding the acts are decreed ontologically prior to the choice of the agent. Maybe the best answer is just to appeal to a divine mystery, but overall I am having a fairly rough time with this.
