On a scholastic view of change, would we admit that not all being can bring about change? Potency lies between non being and actual being. Yet potency is still considered a type of being. If it wasn't then change would just be creation ex nihilo. So not all being is causally efficacious, however we have to admit that some potential but solely non-efficacious being exists intrinsically in things in order to avoid something coming from nothing.
